Washington Down Payment Assistance Programs for First-Time Buyers

By Curt Simmons, Broker · WA License 51380 · Keller Williams North Sound

The biggest myth in home buying is that you need 20% down. In Washington state, first-time buyers have programs that can cut the savings time by years, and most buyers I meet in Snohomish County do not know they exist. Here is how the real ones work.

Home Advantage from the Washington State Housing Finance Commission

The flagship program is Home Advantage, a below-market 30-year first mortgage available through lenders approved by the Washington State Housing Finance Commission. It comes with down payment assistance structured as a deferred second mortgage at 0% interest, usually 3% to 4% of the loan amount, which can cover your down payment and closing costs. There is no monthly payment on it. You repay it when you sell, refinance, or move out.

Needs-based, opportunity, and home choice

For buyers at lower income levels, the Needs-Based option provides more help, up to roughly $10,000 to $15,000 at 1% interest, and the Opportunity program pairs a tax-exempt rate mortgage with up to $15,000 in assistance at 1%. There is also a program for homebuyers with a disability or a disabled household member. These are deferred second mortgages, not grants: you do repay them, but the terms are structured so the help is genuinely helpful.

Who qualifies

  • A first-time buyer, generally meaning no home ownership in the past three years, though repeat buyers can qualify in targeted areas.
  • Income within the limits for your county and household size. In Snohomish County the limits run high enough that many working households earning $180,000 to $215,000 can still qualify depending on household size.
  • A commission-approved lender, plus an approved homebuyer education course.
  • The home must be your primary residence.

What this means for your timeline

If you qualify, the assistance can do much of the heavy lifting on the down payment, which changes the savings target from years to months. It also changes how you are seen as a buyer: an approval and assistance in hand makes you a serious buyer, not a shopper, and sellers and their agents notice the difference.

Two honest cautions. First, assistance is a second mortgage with deferred payments, so the total debt picture matters, and I review the numbers with buyers before they commit. Second, funds and income limits change, so current terms matter more than any article, including this one. I keep the current program details on hand and I will walk you through the options that fit your numbers.

If you are renting and wondering how you would ever save a down payment in this market, this is the conversation to have. Tell me your income, your savings, and the town you want to live in, and I will tell you which programs fit and connect you with a lender who runs them every week.
